The annual meeting of the Muslim League was held in Delhi. Jinnah rejected the Nehru Report as the minimum demand for Muslims to reach any settlement, and the Muslim League adopted a resolution. The following fourteen points adopted are as follows:
1. The form of the future constitution should be federal and the remaining powers should be given to the provinces.
2. A uniform autonomy shall be granted to all provinces.
3. Minorities should be given effective representation in all legislatures, provincial and federal and elected bodies, but the majority should not be reduced to a minority in any province.
4. Muslims should be given one-third seats in the Central Legislative Assembly.
5. The separate system of elections should be maintained, but minorities should be allowed to accept mixed elections whenever they want.
6. In the reorganization of the provinces, no attempt should be made to eliminate the Muslim majority in the Muslim-majority provinces of Punjab, Bengal and the North-West Frontier Province.
7. All sects should be guaranteed full religious freedom, that is, all nations should have freedom of belief, worship, practice of their religion, four on it, and freedom of education.
8. No law shall be passed in any legislative assembly which three-fourths of the representatives of any nation shall declare to be against their religion.
9. Sindh should be made a separate province from Bombay.
10. Reforms should be implemented in North West Frontier Province and Balochistan like other provinces.
11. Constitutional protection should be given to Muslims for proportional representation in all government jobs and autonomous bodies alongside other Indians.
12. Provisions should be made in the constitution to protect the Islamic civilization and culture and to protect their language, personal laws and endowments.
13. Muslims should be given one-third representation in central and provincial ministries and no cabinet should be formed without their participation.
14. The constitution shall not be changed or amended until all the provinces and states included in the federation have approved the change or amendment.
